Bulgaria ranks 63rd in the world of 213 countries in a shared economy

Исландия, островите Търкс и Кайкос, Черна гора, Малта и Нова Зеландия оглавяват индекса на споделената икономика

България се класира на 63-то място в света от общо 213 държави и територии в нов индекс на споделената икономика, разработен и представен за пръв път от шведския мозъчен тръст Timbro. Класацията в България бе представена от Института за пазарна икономика, който е партньор в проекта.
Предишни анализи за размера на споделeната икономика се базират на анкети или полеви проучвания. За индекса Споделена икономика на Timbro изследователите са събрали месечни данни за трафика към 286 услуги в 213 страни. Проведено е и пълно преброяване на активните доставчици за 21 от 286-те услуги, сред които и Airbnb, използвайки програми за автоматизирано извличане на информация от интернет (т.нар. scraping).
“Индексът “Споделена икономика на Timbro” е първият световен индекс на споделената икономика. Той е съставен чрез използването на данни за обема на трафика и извличане на информация от самите сайтове на различните услуги, и дава нова представа за движещите фактори, стоящи зад peer-to-peer икономиката (икономика, основана на директни транзакции между купувач и продавач)”, казва главният изследовател Александър Функе, доктор на науките в Университета на Пенсилвания.
Исландия, островите Търкс и Кайкос, Черна гора, Малта и Нова Зеландия оглавяват списъка с най-високи индекси, показва изследването. България се класира на 63-то място, като е в златната среда сред страните от ЕС. След страната ни са класирани Германия (77), Румъния (88), Австрия (115), Чехия (132) и Словакия (177), която е най-ниско в индекса сред страните от ЕС.
Споделената икономика е по-голяма в страни, където повече хора имат достъп до високоскоростен интернет, но не е в зависимост от регулациите, както се смяташе досега, е един от изводите в изследването. Същите икономически показатели за свобода, които благоприятстват развитието на традиционната икономика, имат значение и за размера на споделената икономика, посочва докладът.
Като цяло страните с развита интернет инфраструктура и значителен туристически сектор имат големи споделени икономики, е основният извод на изследователите. Според анализаторите няма връзка между размера на споделената икономика и различни индикатори за доверие в обществото. Това наблюдение опровергава схващането, че споделената икономика, за разлика от традиционната икономиката като цяло, разчита на вече установени междуличностни отношения и доверие.
Най-голямата компания в набора от данни е Airbnb, като почти 1,5 милиона доставчици са активни средно в дадена седмица. От 286-те компании, анализирани в проучването, една трета предлагат жилищно настаняване, а половината попадат в широката категория на бизнес услугите.
Едно важно предупреждение относно индекса е, че той обикновено подценява услуги, базирани върху конкретни мобилни приложения. Това влияе най-вече върху услугите за споделено пътуване. Услуги като Uber и Lyft не оказват влияние върху класацията до такава степен, каквато иначе се очаква. Това би могло да обясни защо, например, държава като Дания се нарежда изненадващо високо в списъка, въпреки че там са забранени услугите за споделено пътуване.
Връзката между споделената икономика и свободните пазари може да се направи,, като се използва Индексът на икономическата свобода на Института “Фрейзър”. Той се състои от пет компонента, всеки от които измерва конкретен аспект на икономическата свобода. Тези компоненти са размер на правителството, съдебна система и право на собственост, достъп до сигурни и стабилни пари, свобода на международната търговия и регулиране на кредита, труда и бизнеса. Освен тях други фактори, включени в анализа на Timbro, са среден брой години в училище, ниво на глобализацията (по Индекса на глобализация на KOF), дял на населението под 40 години, дял на населението с достъп до широколентов интернет, БВП на глава от населението, доверие в обществото и др.

Данните ясно показват, че използването на услуги от споделената икономика е по-високо в икономически свободните страни. Стандартна линейна регресия потвърждава зависимостта между икономическата свобода и използването на услуги от споделената икономика. Един интересен резултат е, че услугите на споделената икономика се използват по-малко в по-богати страни (с по-голямо БВП на глава от населението), ако всички други фактори не се променят.

Възможна интерпретация на тази зависимост е, че услугите на споделената икономика предоставят евтини алтернативи на сходни продукти или услуги, предоставени от обикновените фирми, като образованието и демографията изглежда не влияят много.

Спрямо петте фактора от индекса за икономическа свобода, данните показват, че ползването на услуги от споделената икономика се увеличава с увеличение на всеки от показателите за икономическа свобода, освен размера на правителството. С увеличаването на правителството и услугите от споделената икономика също растат. Данните ясно показват, че споделената икономика не е основно начин да се избегне данъчното облагане и регулация, а по-скоро нещо, което се облагодетелства от високи нива на регулация.

Bulgaria ranked 63rd in the world of a total of 213 countries and territories in a new Index of the Shared Economy, developed and presented for the first time by the Swedish think-tank Timbro. The ranking in Bulgaria was presented by the Institute for Market Economics, which is a partner in the project.
Previous analyzes of the size of the shared economy are based on inquiries or field studies. For the Shared Economy Index of Timbro, the researchers gathered the monthly traffic data for 286 services in 213 countries. A complete counting of the active providers was also carried out for 21 of the 286 services, including Airbnb, using programs for authomatical data collection on internet – the so-called scraping programs.
“ “The Shared Economy Index” of Timbro is the first global index of the shared economy, based on the use of data on traffic volume and information retrieval from the sites of various services, and gives a new idea of the driving factors behind peer- to-peer economy (an economy based on direct buyer and seller transactions), ” says the chief researcher Alexander Funke, Ph.D. in science in the University of Pennsylvania.

The shared economy is bigger in countries where more people have access to a high-speed internet, but it is not regulation-dependent, as it was thought by the moment, is one of the findings of the study. In general, countries with developed internet infrastructure and a significant tourism sector have large shared economies is the main conclusion of researchers. The largest company in the dataset is Airbnb, with almost 1.5 million suppliers active on average in a week. Of the 286 companies analyzed in the survey, one-third offer housing, and half fall into the broad category of business services.
An important warning about the index is that it usually underestimates services based on specific mobile applications. This affects mostly the shared travel services. Services such as Uber and Lyft do not affect the ranking to the extent that is expected. This could explain why, for example, a country like Denmark ranks surprisingly high on the list, although they banned shared travel services.
The relations between the shared economy and the free markets can be made using the Fraser’s Institute Economic Freedom Index. It consists of five components, each of which measures a specific aspect of the economic freedom. These components include the size of the government, the judiciary and property rights, access to secure and stable money, the freedom of international trade and the regulation of credits, labor and business. In addition, other factors included in Timbro’s analysis are the average number of years in school, the level of globalization (on the Globalization Index of the KOF), the share of the population under 40, the share of the population with access to broadband internet, the GDP per capita of the population, trust in society, etc.
The data clearly shows that the use of services from the shared economy is higher in economically free countries. Standard linear regression confirms the dependence between economic freedom and the use of services from the shared economy. An interesting result is that shared-economy services are used less in richer countries (with a higher GDP per capita) if all other factors do not change.
A possible interpretation of this dependency is that shared economy services provide cheap alternatives to similar products or services provided by ordinary businesses, with education and demographics not seeming to be much influenced.
Compared to the five factors of the Economic Freedom Index, data shows that the use of services from the shared economy increases with an increase in each of the indicators of economic freedom, apart from the size of the government. With the increase in government and services from the shared economy, they are also growing. The data clearly shows that a shared economy is not a major way to avoid taxation and regulation, but rather something that benefits from high levels of regulation.
